How can I get access to a thesis / dissertation written at another school?

First check Proquest Dissertations and Theses Global or Dissertations of China to see if it's available online. If not, try Worldcat Discovery If you find it there, you can request it from another library. If it doesn't appear in Worldcat, try requesting a copy through your ILLiad account. Use the Thesis option. If all else fails, contact Interlibrary_Loan@Brown.edu and they will check if there are any other possible ways of obtaining it.
